Police Chief John R. DeLeo

Chief John DeLeo heads the Police Department and has served with EPD since November 1976. He has worked his way up through the ranks having previously served as both sergeant and then lieutenant. He was appointed as chief in March 1998. He is a graduate from the 209th session of the FBI National Academy, which is a 10-week school for command level officers held at the FBI Academy in Quantico, Virginia. He also underwent motor officer training in 2005 with the addition of the motorcycle and patrols occasionally with the police motorcycle.
Lieutenant Harold K. Page

Lt. Harold Page serves as second in command and has been with EPD since 1980. He also served for several years with Bangor PD. Lt. Page is responsible for supervising all patrol officers as well as the sergeant and detective. He approves all the officers' reports and acts as the liaison with the District Attorney's Office in coordinating the prosecution of people that EPD charges with criminal offenses. Harold supervises the Frenchman’s Bay Shellfish Warden who is responsible for enforcing the shellfish regulations in the towns of Sullivan, Sorrento, Hancock, Lamoine, Trenton and Ellsworth. He also serves his hometown of Sorrento as a selectman.
Sgt. Glen Moshier

Glenn was hired as a patrol officer in January 2004. He was promoted to sergeant in December 2008. Glenn is certified as a Drug Recognition Expert (DRE) which allows him to testify in court in regards to what drug a person may be under the influence of. He is also active in the Hancock County Underage Drinking Task Force which is comprised of officers from every department in the county. He also works with local retailers which sell alcohol as well as the bars making sure that the employees are up to date with current liquor laws. Glenn currently serves on the Board of Directors for the Law Enforcement program at the Hancock County Technical Center. Ooy 2007Sgt. Shawn Willey (K9)

Shawn Willey, who had experience as a reserve officer in Fort Fairfield, was hired in June 2003. He underwent K-9 training in September 2005 and currently serves as the department canine officer. Shawn was promoted to sergeant in August 2011. His canine Vegas not only is used as a patrol dog but also is certified as a drug detection dog. The team has assisted every agency in Hancock County as well as the Hancock County Drug Task force. Shawn is also a member of the Hancock County Underage Drinking Task Force. Shawn also assists in keeping Ellsworth liquor establishments up to date on current law. Shawn is certified as a Taser instructor. Shawn was award Officer of the Year in 2006.
Detective Dorothy Small

Dorothy Small was appointed to the detective's position in March 1999. She has worked as a patrol officer since 1986 and was a dispatcher for EPD for 5 years prior to that. She spent many years teaching DARE in the Ellsworth schools. She is responsible for all sex crime investigations, child abuse investigations, bad checks as well as felonies that require extensive investigation. She also helps all the officers when they need assistance with an investigation. She has received extensive training in forensic interviewing and instructs those interviewing techniques statewide. She has also been involved in numerous other organizations such as the Hancock County Deferred Sentencing Program. She has received the Officer of the Year award in 2004, 2008, and 2010.

Gilbert Jameson

Gil Jameson has been with EPD since December 1984 after working several years at Bar Harbor PD. Gil has been active with the Boy Scouts for many years. Gil spent several years teaching DARE in the elementary school as well as being assigned to the High School as the School Resource Officer. He has been recognized by the Ellsworth Elks Lodge for his commitment to youth programs.
Barton Tokas

Barton Tokas came to work for Ellsworth PD in 1986 after several years with Bar Harbor PD. Bart is certified as a child safety seat technician. He participates in numerous community events educating motorists as to the proper usage of child safety seats. He is also available for people who wish to stop by the office to have their child seats inspected and shown their proper usage. He does a lot of work with the Special Olympics games, fundraising and the annual torch run. Officer Tokas has also received training as an arson investigator.
Troy Bires

Troy Bires has been working for EPD since June 1990 and has been involved in many drug investigations. Troy has become certified as a Drug Recognition Expert, which means he can testify in court as to what type of drug a person may be under the influence of. Officer Bires has been assigned to the Hancock County Drug Task Force since January 2004. Troy has also become certified by the Maine Criminal Justice Academy as a Firearms Instructor. Troy was awarded the 2005 Officer of the Year award.
Rick Roberts

Rick Roberts, a 12-year veteran of LAPD, was hired in September 1998. Rick brings a wealth of experience with him from LA and is one of our Field Training Officers. He has been active as an Ellsworth High School softball coach as well as assisting with the EHS girls’ basketball program.
Kelvin Mote

Kelvin Mote was hired as a patrol officer in September 1999. Kelvin has been involved in teaching crime prevention programs especially to senior citizen groups. Kelvin is one of the department’s firearms instructors and has been certified by the Maine Criminal Justice Academy. Kelvin and Dan Owens were responsible for the recent expansion of our firearms range. Our range is now used by nearly every law enforcement agency in the county for annual qualifications as well as practice shooting. Several state agencies also use our range. He currently serves his country as a member of the Army Reserves and has called to active duty twice including a stint in Afghanistan where he spent nearly a year instructing Afghan police recruits.
Chad Wilmot

Chad Wilmot was hired in August 2001 and was recognized for his excellent work ethic by being selected as the Officer of the Year in 2002. He has also serves as a Field Training Officer. Chad has been trained and certified as a crash reconstructionist. Chad has been certified as a Taser instructor. Chad also serves on the Board of Directors for the law enforcement program at HCTC. Chad was recognized as Officer of the Year in 2009.
Christopher Smith

Chris Smith was hired in August 2002 after a short stint with the Gouldsboro PD. Chris received the 2003 Officer of the Year award. He underwent motor officer training during May 2005 and has been assigned to patrol with the motorcycle.
Dan Owens

Dan was hired in May 2006. He retired from the Naval Criminal Investigative Service in 2004. Prior to NCIS he worked at the Portsmouth, RI Police Department for 7 years. Dan was a firearms instructor during his time at NCIS and has been certified by the Maine Criminal Justice Academy as a firearms instructor in Maine. He spent many hours working on upgrading our firearms range. While at Portsmouth PD, Dan spent time as a motor officer and has continued that duty here in Ellsworth. Andrew Weatherbee

Andrew was hired in August 2008. He has received training in the mechanics of restraint and control and instructs at the Maine Basic Law Enforcement Training Program. Patricia Marshall

Patty Marshall is our most senior dispatcher, having been with the department since November 1997. She is in charge of training new and part-time dispatchers. She represents Hancock County on the Metro User’s Group which is a committee which discusses issues with the teletype system.
Barb Bailey

Lori Saffell
